The Dáil’s Public Accounts Committee (PAC) is something Garda Commissioner Nóirín O’Sullivan will be happy to see the back of. In a previous article, we looked at Niall Kelly’s conclusion that there a number of financial irregularities found at the Templemore College.
Kelly, who is the Head of Internal Audit, believes he was lied to by the top brass in the Gardaí. Today, it is being reported that Templemore had offshore bank accounts. This comes to light after the troubled police force sent 400 pages of documentation to PAC.
One of the troubling aspects revealed by these documents is the length of time this has been going on. In 2008, the Chief Administrative Officer, John Leamy, told the then Garda Commissioner Fachtna Murphy to inform Internal Audit of these discrepancies. It appears very little was done to correct these.
Niall Kelly found that Templemore was a complex collection of the college, a limited company, clubs, committees and its restaurant. His findings were startling. There are those within the force that dispute Kelly’s work. Michael Culhane, the Garda Executive Director of Finance, said Kelly exaggerated his findings.
